Tag Studio: competitor teardown (Phase 0, epic #3866)
This is desk research only. Nobody has run these tools with a license yet. It covers the professional PDF tag-tree editors that Gevell Tags needs to match or beat for PDF/UA-1 (ISO 14289-1) and WCAG 2.1 AA work. The companion table is parity-matrix.md.
Evidence labels
Every claim carries one of these labels:
| Label | Meaning |
|---|---|
| [V] | Verified from vendor documentation, help center, release notes, or a vendor press release. It shows what the vendor says, not what the tool actually does. |
| [U] | From user reports: forums, mailing lists, reviews, or community threads. |
| [3P] | From a third-party guide, such as a university accessibility office or an independent reviewer. These are more reliable than marketing but may be out of date. |
| [C] | From a competitor-authored comparison, such as Grackle on Acrobat, Allyant on axesPDF, or RemeDocs on CommonLook. Treat these as biased. |
| [?] | Unknown or unverified. Verify hands-on. |
Where no source turned up, the entry says so. Nothing here was inferred from a product name.
1. Adobe Acrobat Pro
What it is: the de facto baseline. Desktop app for Windows and macOS, plus cloud auto-tagging. It is the only tool in this set that can also edit content, run OCR, and create form fields and links.
Pricing [3P]: about $19.99/mo on an annual individual plan, $29.99/mo month-to-month, and $23.99/license/mo for teams. The AI Assistant is an extra-cost add-on (Xodo pricing summary, TrustRadius).
Tag tree editing model
- Accessibility Tags panel [V][3P]: a tree of structure elements. Tags can be dragged to reorder and re-parent. The options menu includes New Tag, Find, Change Tag to Artifact, Create Tag from Selection, Find Tag from Selection, and Properties. Shift-click selects a range of tags (Adobe: Content and Tags panels; UI details confirmed from Clemson tags guide and Section508.gov training. The Adobe page returned 403 to our fetcher, so it was not read directly).
- Content panel [3P]: a view of the content-stream containers and objects. Its changes cannot be undone (mtsac.edu, UMSL).
- Order panel and Reading Order tool [V][3P]: draw rectangles on the page and assign a type: Text, Heading 1-6, Figure, Table, Formula, Background/Artifact, or Figure/Caption. The tool has no List type, so lists must be built in the Tags panel (Pope Tech). “Clear Page Structure” wipes all tags on a page (Clemson reading order).
- Class map and role map [?]: editable in the Tags panel options according to common training material. Verify hands-on.
Reading order
- Sync problems [3P][U]: changes in the Order panel carry into the tag tree, but changes to tag order do not update the Order panel (Clemson). Users report the Order panel showing “Span” for everything while the Tags panel is correct (Acrobat UserVoice bug).
- No undo in the Reading Order tool [3P] (Clemson).
Tables
- Table Editor (inside the Reading Order tool) [V][3P]: Table Cell Properties sets the TH/TD type, Scope (Row/Column/Both), ColSpan and RowSpan, and “Associated Header Cell IDs”. It can also Auto Generate Header Cell IDs (W3C technique PDF20, The Accessibility Guy).
- Weaknesses [C]: there is no one-stop table wizard, no single-click merge or split, and remediating a table is inefficient (Grackle vs Acrobat, Allyant comparison).
Figures and alt text
- Set Alternate Text [3P]: the Accessibility Checker’s fix, or Tag Properties. Each figure is edited one at a time. No bulk alt-text grid was found [C] (Grackle vs Acrobat).
- AI alt text [U]: InDesign generates it automatically. Users report that AI-generated alt text passes automated checks while being poor quality, and has to be removed image by image (Designer to Fullstack). Acrobat users report unwanted “AI-generated” tooltips (Adobe community). Whether Acrobat Pro itself generates alt text inside its tag editor: [?].
Artifacts, headers and footers
- Change Tag to Artifact [3P] works on a multi-selection (UDel).
- Find [3P] can locate Unmarked Content, Unmarked Links, Unmarked Annotations, OCR suspects, and artifacts, then tag each found item or all of them (Section508.gov).
- Pagination artifact subtype [?]: whether the UI sets the Header/Footer subtype is unknown. Verify hands-on.
Lists, links and forms
- Lists [3P]: built by hand in the Tags panel (L > LI > Lbl/LBody). The Reading Order tool has no list type.
- Links [C][3P]: Find > Unmarked Links. There is no panel that lists every link (Grackle vs Acrobat).
- Forms [V]: Acrobat creates fields and sets tooltips, and can auto-tag form fields.
Validation
- Accessibility Checker [3P]: 32 checks, with Full Check and a report. It is a “valid, not complete” PDF/UA-1 checker and “not designed to fully assess PDF/UA compliance” (acrobatusers, taggedpdf.com).
- A pass means little on its own [3P]: PDFs that pass Acrobat can still fail PAC (508blueprint).
- Preflight [3P]: has a PDF/UA profile and a “Fix problems in PDF tagging structure” fixup (Colleen Gratzer).
- Fix links [C]: the right-click Fix on some rules is the only link from a report item to its fix.
AI
- Cloud-based auto-tagging [V]: opt-in under Preferences > Accessibility (Adobe, AbilityNet evaluation).
Undo, stability and performance
- Undo [3P][C]: no undo in the Content panel or the Reading Order tool. Undo for tag operations is limited or unreliable.
- Crashes and hangs [U]:
- “Very buggy and crashes a lot” (WebAIM list).
- Crashes about a third of the way through re-tagging large files (Adobe community).
- On large tag trees, selecting a tag can freeze the app for about 20 s, and tagging a heading can take about 5 min (Adobe community).
Accessibility of the tool itself
- No authoritative statement was found on how well the Tags panel works with a screen reader. [?]
User pain points
Unreliable undo, crashes and hangs on large documents, Order panel and Tags panel out of sync, no list tool, table work done cell by cell in dialogs, and a checker pass that doesn’t mean PDF/UA conformance. Users also call it a “Jack of all trades, master of none” (WebAIM list).
2. Grackle PDF (GrackleDocs)
What it is: a browser app (app.gracklepdf.com) plus a desktop version that comes with full or corporate licenses [V] (product page, PRWeb launch).
- The AI Layout Detection and Auto Tagging update was announced 2025-03-12 and previewed at CSUN 2025 [V] (GrackleDocs).
- GrackleDocs acquired AbleDocs in December 2023 [V] (announcement). So “ABLE/AbleDocs” is now part of the Grackle family and has no separate editor to evaluate.
Pricing [V]: 14-day free trial. Corporate licenses are “priced on application”, per user, group, or domain (price KB).
Most of the claims below come from Grackle’s own comparison page [C], which is marketing aimed at Acrobat (Grackle vs Acrobat).
Tag tree editing model
- Page view and tag tree side by side [C].
- Multi-select tags for bulk edits [C].
- Filter the view to show only untagged content [C].
- Wizard-centric model [C]:
- Structure, Table, Image (alt text), Link, Space, Unicode, Info (metadata), Form Fields, Parent Tree, and Role Map wizards.
- The Space, Link, and Unicode wizards are desktop only [V] (product page).
- Parent Tree Wizard [C]: shows how content maps into the ParentTree. Grackle calls this out as something Acrobat doesn’t expose.
Reading order
“Point-and-click reading order” with a visual preview. It adjusts reading order “without changing the visual layout” [V].
Tables
The Table Wizard [C][V] offers:
- color-coded header and data cells (headers red, data green)
- one-click merge and split
- bulk cell selection
- scope setting (Table Wizard KB, which is video only)
Headers/IDs support for complex tables: [?].
Figures and alt text
- AI-suggested alt text [V].
- The Image wizard manages alt text across images [C].
- “Auto-confirmation” flags high-confidence items and routes the rest to human review [V].
Links, spaces and Unicode
- Link Wizard [C]: lists every link annotation, adjusts clickable areas, and tests targets.
- Space Wizard [C]: finds and inserts missing inter-word spaces.
- Unicode Wizard [C]: suggests correct code points for bad glyph mappings.
Forms
Form Fields Wizard [C]. Details: [?].
Validation
- Built-in validator based on the Grackle GO engine. Issues link directly to the wizard that fixes them [C].
- Grackle does “not certify, guarantee, or attest to full legal conformance” [V].
- Matterhorn coverage: [?].
Undo
“Unlimited undo/redo for all operations” [C]. This is a vendor claim and needs to be tested.
Accessibility of the tool itself
[?]
Complaints
- Few reviews exist for Grackle PDF specifically.
- Reviews of the Grackle Docs and Slides add-ons (different products) mention slowness and crashes [U] (G2 Grackle Docs, Workspace Marketplace). Do not assume these apply to Grackle PDF.
3. Siteimprove PDF Remediation Agent
What it is: an automated agent, not a tag-tree editor. It is an add-on inside the Siteimprove platform (Accessibility > PDFs). It launched in the June 2026 release, and bulk features followed in July 2026 [V] (overview, June 2026 notes, July 2026 notes).
Pricing [V][3P]: an add-on with usage limits by subscription tier. No public price.
Model
- Two modes [V] (how it works):
- Fix gaps keeps the existing tags and fills in what’s missing.
- Start fresh auto-tags from scratch and overwrites the tag tree.
- What it fixes [V]:
- title, language, and the PDF/UA-1 flag
- tagging, heading detection and renumbering, table repair, and a rebuilt reading order
- AI alt text; decorative images marked as artifacts
- bookmarks from headings, and tab order set to structure order
- embedded fonts, metadata, required IDs, and reflow attributes
- “removes structural clutter”
- Human review [V]:
- A Review panel lets you edit the title, language, and figure alt text inline in the PDF Report.
- Tables whose headers can’t be determined are flagged for review.
- A list of remaining items for human review is returned.
- No manual tag-tree, reading-order, or table editor was found in the documentation [V]. By design, remediators have to take anything the agent can’t fix into another tool.
- Bulk operations [V]: bulk remediate, bulk download, delete and retry, status filters. Remediated files expire after 30 days.
- Language auto-detection [V].
What matters for us
Siteimprove competes on hands-off throughput and platform integration, not on editing. Its gap is the “last mile”: remediators still need a real editor for whatever the agent flags. Gevell Tags can be that editor, or a better agent-plus-editor combination.
4. PAC 2024 / PAC 2026 (axes4; free checker)
What it is: a free Windows desktop checker [V][3P] (PAC site, UW).
- Version history [V] (release notes):
- The 24.x line ran 2024-2025, with the last release 24.4.4.0 in October 2025. It added limited PDF 2.0 support and a better screen reader preview.
- PAC 2026 (26.0.0.0) shipped 2025-11-27 with an AI tab covering some of the human-judgment Matterhorn checkpoints.
- 26.1.0.0 shipped 2026-03-25. It improved the AI model, lets you disable AI through a registry key, and shows AI results as warnings only.
- Not an editor. You can’t make fixes in PAC.
Features
- Checks [V]:
- PDF/UA-1, covering the machine-checkable Matterhorn failure conditions. The axesPDF guide, which uses the same engine, cites “all 89 machine-checkable failure conditions” (axesPDF QuickStart 2025).
- WCAG checks and quality checks, such as whitespace in tagged content and contrast.
- Screen Reader Preview [V][3P] (Quadient, 247 Accessible Documents):
- shows content in reading order
- color-codes tags
- highlights soft hyphens
- displays every annotation type
- Logical Structure view and structure preview [V]: a visual check that headings, lists, and tables (TH) are semantically right.
- Reports [V]: summary and detailed.
- PDF/UA-2 [?]: the PAC site doesn’t state support clearly. There is only “PDF 2.0 limited support”. Verify.
Limits
- Automated checks cover only a fraction of the requirements. PDFs with 0 PAC errors can be completely inaccessible [3P] (Access for all).
- PAC can’t judge whether headings or lists are semantically correct, beyond the new AI warnings.
What matters for us
PAC is the de facto acceptance gate: clients require “passes PAC”. Gevell Tags must run a PAC-equivalent check inside the editor, and ideally show results that match PAC finding for finding.
5. CommonLook PDF (Allyant)
What it is:
- Long-standing, a Windows plug-in for Acrobat Pro [V][3P].
- Since 2025-07-08 it has also been an AI-driven web app, with a simplified editor and an advanced editor, that runs in any browser including on macOS [V] (Allyant press release, product page).
- The desktop version is at 5.21 (2026-08-12) [V] (release notes). Recent releases:
- 5.21: search for first or last child tags, and a fix for a crash when selecting in the tag tree
- 5.20: fixes for hangs during ISO validation
- 5.19: table search improvements
- 5.15 (2024-05): WCAG 2.2 added
Pricing:
- User report of CAD $15,000 per year per license in a commercial context [U] (WebAIM list).
- A competitor estimates $1,500-3,000 per user per year, plus the Acrobat Pro license, with 20-40 hours of training [C] (RemeDocs).
- Enterprise contracts with maintenance fees.
Tag tree editing model
- Panels [V] (Advanced Editor Quick Start): Tags, Physical view, Properties, Selection Settings, Standards, Results, and Dashboard. A Synchronized View shows logical and physical side by side, with artifacts shown or hidden [V].
- Tag operations [V]:
- Level up, merge (Ctrl+M), clean up empty tags and spaces
- reorder with Ctrl+Shift+Down
- keyboard expand and collapse
- Keyboard [3P][U]:
- Ctrl+Tab lists every panel
- Ctrl+F6 opens Properties
- “an extensive set of keyboard shortcuts” (WebAIM review, WebAIM list)
- Tag manipulation is “much easier than in Acrobat” [3P] (WebAIM, 2020).
Bulk and pattern operations
- Tag Similar [3P]: applies the same tag to every text block with the same style, for example all 18pt blue Arial text becomes H2 (WebAIM review).
- Search and Replace [3P]: works on symbols and text without changing the physical view.
- Search criteria [V]: first child and last child (5.21).
Tables
Table Editor [V][3P] (Allyant tables blog, WebAIM):
- logical grid, with tabs for table properties, cell properties, and a physical view
- TD to TH conversion and scope setting
- insert cells
- assign or generate linked headers (Headers/IDs)
- linearize layout tables by row or column
Lists
Generate from selection builds L > LI > Lbl/LBody automatically, including nested lists [V][3P].
Forms
A Form fields editor exists for reviewing and repairing fields [3P]. The 2020 WebAIM review found CommonLook couldn’t create fields or links, so Acrobat was needed for that [3P]. Whether the web version fixes this: [?].
Validation
- Multi-standard validation: PDF/UA (ISO 14289-1), WCAG 2.0/2.1/2.2, Section 508, HHS [V].
- Results can be filtered by Passed, Failed, User Verification (the manual checkpoints), and Warning.
- The Fix Wizard and incremental validation re-run checks [V].
- HTML compliance reports [V].
- A free standalone PDF Validator is available.
- Weaknesses [3P]:
- reports are organized by guideline rather than by success criterion
- it missed a Label in Name violation
- it needs a right-click for each issue (WebAIM)
AI
Predictive ML auto-tagging in the web version [V].
Undo and accessibility of the tool
[?]. Keyboard support is strong according to users. Screen reader usability is not documented.
Complaints
- Price is described as “offensively high” [U].
- The desktop version depends on Acrobat and its release cycle [C].
- The learning curve is steep [C].
- Stability bugs keep being fixed release after release [V].
6. axesPDF (axes4)
What it is: standalone Windows desktop software with a ribbon UI, available in English and German [V] (QuickStart 2025, product).
- It needs an already-tagged PDF. axesPDF is a finisher, not a tagger [V]: “your document should already have a good basic tagging structure”.
- Version 2.2 shipped 2025-05-12, with a better contrast check and Entra ID licensing. Version 2.2.4 shipped 2025-10-07 [V][3P].
- The QuickFix line from 2017-2020 is legacy.
Pricing [V] (buy page):
- axesPDF Team: $650 or €549 per year, or $1,250 for 2 years
- Bundles with axesWord and axesSlide: $1,000-1,150 per year
- The trial watermarks pages
Tag tree editing model
- Logical Structure Tree [V]:
- drag and drop to move tags
- insert tags
- enclose tags in a new container
- delete tags
- Tag Selection tool: click on the page to select the tag, then list its parent tags
- jump to the next tag of the same type
- tag search
- Multi-tag properties [V]: edit properties and attributes of several tags at once, for example adding scope to every TH.
- Task panes [V]: Properties, Settings, Checker, Rolemap, Destinations, and a Preview (screen reader) panel.
- Customizable ribbon [V], with import and export.
One-click fixers
The fixers in the Extras, Content, Font, and Logical Structure tabs are the axesPDF signature feature [V]:
- Tags and roles: Rename Tags, Fix Roles, Apply Standard Tags, Delete Empty Tags, Remove All Containers
- Structure repair: Add Note IDs, Fix Placement, Remove broken MCRs, Repair Parent Keys, Rebuild Structural Parent Tree, Remove Corrupt Elements
- Content: Artifact non-tagged content, Remove Artifacts, Insert Spaces (with tunable thresholds), Flatten FormXObjects, Flag as tagged, Remove Suspect Flag
- Fonts: Fix CID to GID Mapping, Edit Unicode Mapping
- Links and annotations: Set Contents key of Link annotations, Delete Non-Referenced Link Annotations
- Navigation: Add Bookmarks (by Headings, Tables, Lists, and so on), Create Destinations, Add Links to Table of Content (drag a destination onto a tag), Set Tab Order
- Language and alternatives: Remove Language Assignments, Remove Alternate Descriptions, Remove Replacement Text, Remove Expansion Text
- Metadata: Add PDF/UA identifier, set DisplayDocTitle
Tables
- The Table tool selects cells, checks them, adds scope, and adds header IDs [V].
- The Viewer tab shows the visual header mapping [V].
Validation
- PAC engine built in: Checker pane with PDF/UA and WCAG counts. Each issue jumps to the document and the tree [V].
- The guide has a fix recipe for each common PAC failure [V].
- “AI checks” are marketed on the product page [V]. Details: [?].
Screen reader preview
Yes, a Preview panel. It shows logical order, semantics, language changes, and spaces [V].
Undo
- Some operations explicitly “cannot be undone”, for example Delete Non-Referenced Link Annotations [V].
- Reviews say it has no undo [C] (Allyant comparison). Whether current versions support general undo: [?].
Accessibility of the tool itself
“Not fully keyboard-accessible” [C] (Allyant). [?] for the current version.
Complaints
- A dated, X11-like UI and “Syntax error” messages [U] (WebAIM list).
- Limited remediation: “a touch-up and test tool” that still needs other tools [U][C].
- The price was seen as high for what it does (the 2019-era $700+ per license) [U].
7. Reference points: other editors
Foxit PDF Editor (Pro)
Desktop, Windows and macOS [V] (Foxit Mac v13 Accessibility, Illinois State guide). Its features closely follow Acrobat’s:
- Tags panel with multi-select and drag and drop
- Touch Up Reading Order with numbered regions
- Table Editor with header cell IDs and ColSpan/RowSpan
- Alt text dialog, with a decorative option
- Artifacts
- Autotag for documents and form fields, with a recognition report
- Full Check against WCAG 2.0, with “Needs manual check” statuses and HTML reports
Undo, performance, and PDF/UA depth: [?]. It is a cheaper Acrobat alternative, not a differentiator.
Equidox (Onix)
SaaS or an on-prem virtual appliance, with concurrent-user licensing and no public price [V][3P] (product, Whois Accessible). It is zone-based: no tag tree exposed. Features [V]:
- Smart Zone, List, and Table Detectors, with sliders and multi-level headers
- one-click Re-Order
- headings set with keys 1-3
- a Form pane for tooltips
- an Image pane for page-by-page or bulk alt text, with collaboration
- an HTML preview
- export to PDF, HTML, or ePub2
- Zone Transfer, which copies a whole tag structure onto a recurring document; its strongest template feature
- a high-volume template service
Weaknesses [C][U]:
- no standards compliance report
- relies on automation
- image recognition problems with PDFs made from PowerPoint (WebAIM list)
PDFix Desktop (Lite / Pro)
[V] (PDFix Desktop, templates):
- JSON layout templates for recurring document types, applied to thousands of files
- folder-level PDF/UA validation with a “Fix Error” button in batch
- Lite is free
It is a strong reference for templates as data.
PAVE (ZHAW)
A free web validator and fixer built with the Swiss Federation of the Blind [3P] (PAVE). Guided manual tagging steps. Users call it “really confusing to use” [U] (WebAIM list).
AccessibilityNow Remediate
Automation-first and PC only, per a competitor review [C]. Out of scope.
8. Cross-cutting findings
- Undo is the most widely shared failure. It is missing or partial in Acrobat (Content panel, Reading Order tool) and axesPDF (some operations “cannot be undone”). Grackle’s “unlimited undo” is unverified. Reliable, granular undo and redo with history is a baseline promise we can keep and advertise.
- Performance on large documents is a real, reported pain for Acrobat. Selecting a tag takes about 20 s, and re-tagging big files crashes. No competitor publishes performance numbers. A virtualized tree and incremental save are a differentiator.
- The “wizard” pattern wins with remediators. This covers Grackle’s per-concern wizards, axesPDF’s one-click document-wide fixers, and CommonLook’s Tag Similar and Fix Wizard. Acrobat has the fewest.
- Tables are the hardest task and the biggest differentiator. CommonLook (linked-header generation, linearize) and Grackle (color-coded grid, merge and split) are ahead of Acrobat’s dialog-per-cell approach.
- Validation needs to live in the editor, and each issue should jump to a location and a fix. axesPDF (PAC engine), Grackle (GO), and CommonLook (Fix Wizard) all do this. Nobody documents full Matterhorn coverage including guided human checks, apart from CommonLook’s “User Verification” status.
- AI is now table stakes for first-pass tagging: Grackle (March 2025), CommonLook web (July 2025), Acrobat cloud auto-tag, Siteimprove (June 2026), and PAC 2026 AI checks. The differentiator is reviewable AI: confidence scores, diffs, and accept/reject. Users complain about AI alt text that passes checkers but is bad.
- The market is splitting in two: automated agents (Siteimprove, Equidox, Grackle’s easy mode) versus expert editors (Acrobat, CommonLook advanced, axesPDF). No vendor clearly offers both and a fast path between them.
- Accessibility of the editor itself is almost entirely undocumented across vendors, apart from CommonLook’s keyboard shortcuts. A remediation tool that is fully screen-reader operable is an unclaimed position, and a credible one given who our customers are.
- PDF/UA-2 support is unclear everywhere. PAC mentions only “PDF 2.0 limited”. Staying on PDF/UA-1 now is in line with the market.
- Pricing covers a wide range: Acrobat is about $240/yr, axesPDF about $650/yr, CommonLook ranges from about $1.5k to a reported CAD $15k/yr, and Grackle, Equidox, and Siteimprove are quote only.
